 <description>&lt;p&gt;Gay couples in New Hampshire can start applying for many of the rights and responsibilities of marriage as early as January 2008 under a law &lt;strong&gt;Gov. John Lynch&lt;/strong&gt; signed Thursday establishing civil unions.&lt;/p&gt;
